The technology behind EU FloodCommand
Published: 01 September, 2008
According to Rod Stafford, Project Executive for EU FloodCommand, one of the primary drivers at the outset of the EU FloodCommand project was the desire to conceive a turnkey solution (the Command Support System) with a permanent legacy, which would be left in place with the partner organisations.
The technology development fell into two distinct parts. Vector Command had an off-the-shelf exercise delivery system (the Training and Exercising System), which
the company was able to enhance with specific scenario packs. It had also already developed command and control technologies, which it was able to expand substantially into an integrated command support system specifically customised to the requirements of the EU FloodCommand project.
The final version of the EU Command Support System that VectorCommand ended up building and validating, provides commanders with clear, integrated icon-
based functionality for accessing and managing organisational assets and structures, GIS mapping, imagery, web browsing, electronic whiteboards, objectives and tasks, text and video conferencing, and incident logging and messaging. The technology is equally applicable for the coordination of response to any type of disaster.
