Serco secures major three-year contract

Emergency Management Improvement Programme for nuclear management company Sellafield.

In April 2013 Serco secured a major 3-year contract with Sellafield Ltd to assist with the delivery of the sites Emergency Management Improvement Programme (EMIP).

Sellafield Ltd is a Nuclear Management Partners company operated under contract to the Nuclear Decommissioning Authority (NDA) and is responsible for safely delivering decommissioning, reprocessing and nuclear waste management.

The contract awarded to Serco covers the supply of Emergency Management (EM) Professionals (EM Planners, EM Trainers, EM Training Developers and Technical Advisors (Safety Case, Chemical and Radiological) to strengthen the existing emergency management arrangements already in place at Sellafield.

The contract is in the shape of a three-year Framework Agreement with an option to extend by a further twelve months to a maximum of four years duration and is worth in the region of £16 million. Serco is the prime contractor with Berwicks Consulting and the National Nuclear Laboratories (NNL) also providing sub-contractor support.

At the height of the contract as many as 40 EM professionals could be deployed at any one time on a temporary basis, which with the exception of the London Olympics probably makes it the biggest ever UK resilience programme .

A small team of 6 Serco staff has been on site since the end of May 2013 and this will grow to the region of 20 by the beginning of August. To service the contract  Serco will draw upon permanent and associate staff from the Emergency Planning College (EPC); Serco Consulting; permanent and associate staff from Berwicks Consulting (who specialise in EM command and control arrangements across the nuclear sector) and NNL (who will provide the specialist technical, chemical and radiological input). As the contract develops it is envisaged that staff from the Serco-owned International Fire Training Centre (IFTC) at Teeside will also be brought into the Programme.

In addition to EPC Director who is fulfilling the role of Contract Director, the contract will be supported by a full time contract manager, office manager and finance manager.
